1. The east coast disaster prevention project is a coastal protection plan. Its goal is to reduce the flood risk caused by coastal hurricanes and sea-level rise in the area from 25th Street in the east to Montgomery Street in the east of Manhattan, strengthen the urban coastline of 2.4 miles, facilitate citizens' access to waterfront space, improve the public space in the coastal area and enhance the natural landscape of the area.

2. In view of these vision objectives, the design team hopes to meet the needs in the form of urban waterfront park. The benefits of this are: shorten the construction time and provide an operable flood control system for the hurricane season in 2023 as much as possible; Reduce interference to surrounding residents during construction; Improve the ability of the park to cope with coastal floods and shorten the recovery operation time after Hurricane attacks on the park; Connect the coastal area with the community through the park to provide high-quality park space for the surrounding residents.

3. Hurricanes have brought huge disasters to urban coastal areas - sea level rise has inundated the bottom of a large area of coastal communities, causing economic damage and even casualties, and the disaster recovery period is long. How to deal with it? First, raise the space that was originally flat with the sea level, making the park area a gentle slope park space, blocking the sea water from reaching the interior of the city, and ensuring the smooth passage of the outer ring expressway of coastal cities.

4. To connect the community with the park, it is necessary to provide access, and the overpass has become the best choice - not only to ensure the safe passage of citizens without affecting urban traffic, but also to provide a connecting channel between the community and the park.

5. Because the park needs to block the sea water, there are few areas in the waterfront space that can directly contact the water, and the height difference between the park platform and the sea level is large. The whole park is dominated by a natural landscape, which is designed in combination with leisure, sports and gatherings. Landscape design mostly adopts "curve", which can better echo and connect with water and coastline.
